Title : The Rise of Data Capital and the Case of Big Data in Korea

Speaker : Dr. Kwon Yeong-il(Victor), Chief of National Big Data Center, National Information Society Agency(NIA), Korea
Dr. Kwon Young-il (Victor) works as a chief of National Big Data Center at NIA, which he has developed a lot of IT policies and project since 1997. His job experience and competency are mainly in the fields of e-Government development, nationwide broadband infrastructure, information resource management and e-Government Academy. He was a general director of Information Platform Division as a head of the Public Information Support Center (PISC) and the e-Government Standard Framework Center for enhancing interoperability and reusability of e-Government systems. He also has worked to formulate nationwide IT strategies and broadband network infrastructure policies, and overseeing e-Government projects in the public sector for twenty years. He received Ph. D. Degree of IT Policy Management at Soongsil University in 2015. And, he had Master Degree of Business Administration on Telecom Policy at Korea Advanced Institute of Science and Technology (KAIST) in 1998.

Abstract : As for now, the 2018 Winter Olympics in Pyeongchang is held for 17 days from 9 to 25 February 2018 in Gangwon Province, the Republic of Korea. This Winter Olympic Movement will include best-in-class cloud computing infrastructure and cloud services to help the Olympic Games operate more efficiently, effectively and securely, including supporting big data analytics requirements. Data is now a form of capital, on the same level as financial capital in terms of generating new digital products and services. Data is a reusable value capital on contrast to exchangeable monetary capital. Enterprises and agencies need to pay special attention to data capital, because its the source of much of the added value in the world economy. It will be presented about the trend and issues of big data as a new capital of the 4th industrial revolution. In addition, the use case of big data service model and big data policies in Korea.

Title : ICT Enabling Technologies Test-bed and Joint Works Possibilities on Smart Cities

Speaker : Dr. DINH, Van Dzung, Deputy Director of Information Technology Institute – Vietnam National University, Hanoi (VNU), Vietnam
Dr. Dzung has over 25 years of experience in ICT R&D, consulting, and training. He works in a number of research areas including network optimization, mobility management, Future Internet, IoT, 5G, and Big Data. Dr Dzung was a Fulbright Scholar at New York University, USA. He obtained his Ph.D. from the Post and Telecoms Institute of Technology, Vietnam, his M.E. degree from University of Technology, Sydney, Australia, B.E. degree from the Odessa Institute of Telecommunications, the former Soviet Union. He has led many national research projects and acted as a principle member of international projects at RisTI (Indonesia), NTT, NICT (Japan), LG, ETRI (Korea), and NYU (USA). He was the ICT project leader, trainer, and consultant for VNPT, Saigon Postel, EVNTelecoms, VNU HCM City, Thailand Telecoms, and AIT. He actively contributed to International Telecoms Union (ITU) and APT activities in the roles of Vice-Rapporteur, Vice-chairman of ITU-D Study Group 2. Dr. Dzung published more than 30 papers in national and international journals and conferences. He was the Deputy Director of Research Institute of Post and Telecoms and the Assistant Director of Vietnam Branch - Korea Information and Communications Society (KICS). Dr. Dzung is currently the Deputy Director of Information Technology Institute – Vietnam National University, Hanoi (VNU). He has recently been appointed as an Adjunct Professor at the University of Technology, Sydney.

Abstract : This talk illustrates our inter-smart cities testbed which connects prototypes located in Hanoi, Manila, Myanmar. The mentioned platform is being connected to SDN testbed (RISE) and IoT testbed in Japan (JOSE). Using such infrastructure, we investigate ICT enabling technologies for smart cities such as IoT protocols, SDN/NFV, edge/fog/cloud computing, big data platform, IoT data analytics, and smart city applications. I propose a partnership between our team and Korean academic institutions / companies to jointly develop and deploy advanced Smart Cities technologies for Vietnam as well as for the region.
